Ceph deployment fails with 'tripleo_cephadm_ceph_cli' is undefined

During the ceph deployment in Wallaby we see the playbook fails with:

    Make sure tripleo_cephadm_ceph_cli is defined

    A few tasks are skipped due to deployed ceph.
    This patch ensures the client variable is set during the
    overcloud deployment.
