victoria standalone & undercloud upgrade jobs broken at undercloud-setup package deps

At [1][2] the periodic-tripleo-ci-centos-8-standalone-upgrade-victoria and periodic-tripleo-ci-centos-8-undercloud-upgrade-victoria fail during undercloud-setup [3] /package installation (before undercloud deploy). There is a conflict resolving package dependencies with trace like:

As discussed in last cix call since this is victoria I have intentionally left the 'promotion-blocker' off as we won't track this as cix
