tripleo-ci-centos-9-scenario004-standalone consistently fails because of the error during container image build

This was found in https://review.opendev.org/c/openstack/puppet-pacemaker/+/840970/ and is blocking migration from c8s job to c9s job.

It seems tripleo-ci-centos-9-scenario004-standalone is broken and consistently fails.

This has been blocking CI of puppet-pacemaker.
Unfortunately I've not yet been able to find out why the failure is specific to puppet-pacemaker and would need some help with figuring it out.
