Undercloud install succeeds despite failed service

The undercloud install step passing when the ironic_neutron_agent container does not start?

The service is reported as active, But the container is not really working, Up less than a second ago and log[1] show that it is crashing on every attempt to start.

Despite the continous crashing service the undercloud install succedes[2].

We had reverted[1] deployment failures for unhealthy containers. Probably need to introduce it back if the healthchecks are good enough(?).
