Currently configuration tasks for aide are skipped if the aide package is installed.
Because of this, any change in tht parameter is not applied during stack update, because the aide package is installed in the first deployment.
In addition, if the aide package is included in overcloud image, the configuration tasks are skipped completely and have no effect.
Steps to reproduce

* Deploy overcloud
* Make change in Aide* parameters
* Rerun deployment

* Configuration change is applied by the second deployment
