'Ensure DNF modules' doesn't take underlying OS into account

Bug Description

Given that we are going to need to support both RHEL8 & RHEL9 for updates & upgrades we'll likely need a change to the interface of 'Ensure DNF modules' task to keep it.

Suggested change to https://opendev.org/openstack/tripleo-heat-templates/src/commit/ae176c791f80bcd0c7f2d83e1a585bd041813941/environments/lifecycle/update-prepare.yaml#L10 could be to define the variable as in the example:

DnfStreams: [{'module':'container-tools', 'stream':'3.0', 'version':'8'}]
