[CS9] package conflict with latest cs9 base image

Bug Description

Hello there,

It seems the latest cs9 GenericCloud image (at least as of CentOS-Stream-GenericCloud-9-20220309.0.x86_64.qcow2) has a pre-installed package that conflicts with python3-tripleoclient installation:

Unknown Error occured: Transaction test error:
  file /usr/lib/udev/rename_device from install of initscripts-10.11.2-1.el9.x86_64 conflicts with file from package initscripts-rename-device-10.11.4-1.el9.x86_64

After a check, this package (initscripts-rename-device) is present in the image without any modification; it seems nothing actually depends on it, and removing it doesn't seem to break anything, and allows the installation of python3-tripleoclient.

python3-tripleoclient doesn't directly depend on the initscripts - it's therefore an indirect dependency of it.

While CI isn't affected yet, it would be good to make a preventative action by ensuring initscripts-rename-device is not present before we actually install TripleO packages.

After some more discussions, it seems the image used was "too recent" compared to the actual state of the latest compose.
One should check http://mirror.stream.centos.org/9-stream/COMPOSE_ID and get that image - all should be fine if doing this.

I'll still propose the workaround capability in oooq-extras, but it won't be used for now.
