Jobs are failing check/gate/promotion looking for opstools repo - EOL wth centos 8

According to https://www.centos.org/centos-linux-eol/ opstools no longer exists.

Tests are looking for:

http://mirror.centos.org/centos/8/opstools/x86_64

https://review.opendev.org/c/openstack/tripleo-quickstart/+/827111/ addresses some of the cases where a release file is used - from comments of temp repo below:

<amoralej> until we have collectd properly in the mirrors for cs8, i've created https://trunk.rdoproject.org/centos8-master/deps/collectd/ as workaround.

This is also failing tests where release files are not used:
