centos9 jobs failing quickstart dependencies install (gcc) - gate blocker

At [1][2][3] (many examples) centos9 jobs are failing during installation of quickstart dependencies with trace like

This is a gate blocker

The problem is caused by broken centos9 repos after last compose promotion in centos infra https://bugzilla.redhat.com/show_bug.cgi?id=2046690
