tripleo-ci failing due to chrony-online service unable to start

Yesterday openstack-ansible merged the change: https://review.opendev.org/c/openstack/ansible-role-chrony/+/825383 which replaced chrony-helper with chronyc.
It caused an outage on tripleo-ci jobs with a message:
