Rsyslog configuration is missing for HAProxy

Description
===========
The log file for haproxy (/var/log/containers/haproxy/haproxy.log) is not being picked up by rsyslog for forwarding. It's missing the rsyslog-specific configuration that other services have in order to enable it.

Steps to reproduce
==================
* Examine the forwarded rsyslog stream
* Notice that haproxy logs are missing
* Notice that there is no THT parameter to control logging sources for haproxy

Expected result
===============
haproxy logs should be configured as logging sources in rsyslog

Actual result
=============
They are not

Environment
===========
Originally observed on Train (See: https://bugzilla.redhat.com/show_bug.cgi?id=2026290) but the bug is in the current code as well
