Bug Description
Since the integration of modular libvirt, it's now impossible to run any virsh commands.
Writing this from the top of my head as I don't have a master deployment ready yet.
- Workaround: podman exec -u0 nova_virtqemud virsh -c qemu:///system <command>
- Reason: possibly because there's no libvirt.conf in the virt containers. Need to investigate
