CS9 Destination directory /etc/containers does not exist

Description:

https://review.rdoproject.org/r/c/config/+/36545 Use load_vars.yaml for including cs9 var file (which worked) but it does not loads redhat.yml file.

redhat.yml var file is needed for installing correct version of podman.
Since this file is missing, it leads to the above issue
Destination directory /etc/containers does not exist.

In order to fix it temp, we have added this https://review.rdoproject.org/r/c/config/+/36592.

The proper fix needs to be land in tripleo-ansible side.
