jenkins-tripleo-quickstart-promote-master-current-tripleo-delorean-minimal is failing to deploy the overcloud.

Initially the failure was:

2021-10-02 06:55:03 | 2021-10-02 06:55:03.953 123908 ERROR tripleoclient.v1.overcloud_deploy.DeployOvercloud [-] Exception occured while running the command: keystoneauth1.exceptions.catalog.EndpointNotFound: Could not find requested endpoint in Service Catalog.
