jenkins-tripleo-quickstart-promote-master-current-tripleo-delorean-minimal is failing with: ERROR: Protected resource registry overrides detected!

This is related to https://bugs.launchpad.net/tripleo/+bug/1943579.

The same error is showing up jenkins-cloudsig-ci.apps.ocp.ci.centos.org jobs.

The original fix was to add to following to featureset files:

extra_args: >-
   {%- if release not in ['train','ussuri','victoria'] -%}
   --disable-protected-resource-types
   {%- endif -%}

https://review.opendev.org/c/openstack/tripleo-quickstart/+/807704 reverts these fixes - depending on https://review.opendev.org/c/openstack/tripleo-quickstart-extras/+/806562.

Since the depeneds-on patch is not yet merged - adding a patch to --disable-protected-resource-types in wallaby and master featureset-multinode-common.yml.

If the depends on patch merged first, we can abandon the fs change.
