@yatin what was seen twice how can you be sure this is the same issue. The bug here was filed for failing os-tempest router creation and it was only ever seen once. I don't know that we can say they are the same 'because pcs resources are in bad shape'.

I think the issue you are hitting may be the same as the one that alfredo described in comment #7.

I think this bug is already confusing enough and we should file a new one for your issue please?
