Bug Description

The task 'undercloud-setup : Install atop from RDO build-deps repo when configured so (CentOS >= 8)' of the 'tripleo-ci-centos-8-standalone-tv-validation' fails with 'No package atop available.'

The failure is ignored and the job proceeds. Impact on the subsequent tasks is unknown, presumably minimal. Issue might be related to the #1933515 [0]. And the ongoing attempts at its resolution, as the only known cases appear in the jobs affected by the #1933515.
