Victoria -> Wallaby Undercloud upgrade replaces undercloud-passwords.conf

In change: Idded7faba1ff6c811b94503c559029aeeaca6a06 the location for these files where changed.
There seem to be no migration to ensure the old files, i.e the old passwords are kept on upgrade.

After running opentack undercloud upgrade after switching s/Victoria/Wallaby/ repos new password files are generated under ~/tripleo-deploy/undercloud.
