Haproxy code use cibadmin while the cluster may be stopped.

Hi,

As can be seen there [1], pacemaker is stopped at step 1.

That mean that this check used for haproxy there[2] may or may not work if the different layers of rendering put those tasks before the one in [1], but nothing in guaranteed.

All cibadmin code[3] should be move to step 0 during update.
