Bug Description

Jobs running with centos 8 stream are failing the step:

 primary | TASK [Load tests to be skipped]

with the following error:

An exception occurred during task execution. To see the full traceback, use -vvv. The error was: KeyError: 'getpwuid(): uid not found: 1000'

Re-running the job here: https://review.rdoproject.org/r/31316 it does not seems to be an ansible issue. As python discovers the current user, https://bugs.python.org/issue31469 and http://blog.dscpl.com.au/2015/12/unknown-user-when-running-docker.html

It might also happens due to race condition https://github.com/ansible/ansible/issues/38291

But it needs investigation,
