Proposed https://review.opendev.org/c/openstack/tripleo-quickstart-extras/+/765128 to fix the issue, also proposed the revert of the patch with which issue is happening https://review.rdoproject.org/r/#/c/31256/.

Revert can help in getting the issue clear quickly, and can be re reverted once other required patches(hopes 765128 is enough) are merged.

How is this a promotion blocker is this also affecting periodic jobs? from the description there are links only to 3rd party rdo check jobs.
