I'm not sure that simply migrating to the RDO Registry will provide a long-term fix. While the registry has worked fine for the last few months, it still runs on a standalone VM, so on paper it should not provide a better reliability.

As stated by Yatin in https://review.opendev.org/c/openstack/tripleo-quickstart-extras/+/764217, it would be better to have a multi-registry approach, where RDO Registry is used as a fallback when Quay is down, rather than the only registry.
