Issue is happening because[1] it is not dependent on content provider

[1] https://opendev.org/openstack/python-tripleoclient/src/branch/stable/train/zuul.d/layout.yaml#L42

removing alert and promotion blocker & moving in progress

this is specifically happening in stable/train tripleoclient because the layout there overrides the content provider templates https://opendev.org/openstack/python-tripleoclient/src/commit/a8c84cc2aeab22d08ca4f53315dedbb9d08441dd/zuul.d/layout.yaml#L40

it is being fixed as part of an otherwise unrelated patch, in https://review.opendev.org/#/c/761892/8/zuul.d/layout.yaml

I don't think this would affect the periodics (i.e. for promotion blocker tag) if I am wrong please re-add that.
