[tripleo-ci] Add python3-setuptools before using ansible's pip module

Current ansible's pip module requires setuptools module for it[1].
It means that the CI which uses pip module to install the additional python modules should install setuptools separately beforehand.

The lack of the module caused a failure of some CI jobs[2].
