Bug Description
Now that ML2/OVS is no longer the default neutron mechanism driver, we should consider conditionally including ML2/OVS agent containers in container image operations instead of including them by default.

There are some upgrade and usage considerations for this bug so I'm leaving it untriaged for the moment. It might be better to leave it and fix for wallaby.
