tempest.api.compute.servers.test_device_tagging.TaggedAttachmentsTest.test_tagged_attachment fails in puppet-nova-tripleo-standalone

Currently puppet-nova-tripleo-standalone always fails because of the failure in tempest.api.compute.servers.test_device_tagging.TaggedAttachmentsTest.test_tagged_attachment, and this is blocking puppet-nova gate.

We unblocked the gate by adding the test to skiplist. Moving this to Fix Released.
