Rdo registry have those container:-

https://trunk.registry.rdoproject.org:8443/oapi/v1/namespaces/tripleoussuri/imagestreamtags/ have centos-binary-neutron-metadata-agent-ovn:85fc616e61a5150ac9dd9104c77f65c0

But these containers are not available in docker.io.

Caused with https://review.rdoproject.org/r/#/c/28521/, will be fixed by https://review.rdoproject.org/r/#/c/28562/. Missing containers needs to be pushed to docker.io to unblock gate jobs.
