missing configuration in novajoin container

novajoin-server container fails during start-up on master (in RDO featureset 039 CI job), with the following error:

    Add missing config_files kolla directives

    This is an update to 53900ae3a9c15cfd6fe283bcb5baba8c21f2f70b
    which didn't add the config_files instructions to copy the
    config files.
