[update] Some update tasks have no when conditional making them run at every step waisting time.

Bug Description

and cluttering output :)

Try to track them all down and either add a proper when conditional or refactor them.

This bug is related to the current refactoring of the update as described in https://review.opendev.org/#/c/739023/2 .
