Compute component master pipeline tests are failing standalone deployments due to failing nova_wait_for_compute_service container.

This error has been happening since 07/07.

Happening as os-traits in job is not compatible with recent nova commit https://review.opendev.org that exists in compute component.

Atleast 2.4.0 is needed which includes required commit https://github.com/openstack/os-traits/commit/066a2a972d2d5636c528630b16549e85ae0207c2

The jobs have os-traits 2.3.0 installed[1], atleast 2.4.0 is needed. Needs promotion of 'common' component which includes os-traits-2.4.0.

os_traits is coming from the common component.

In the RDO pipeline,
