Q-->T upgrade: Missing FFU steps for manila

The manila manifests are missing FFU steps that are necessary for a 13-->16.1 FFU.
These steps were added for other projects in: https://review.opendev.org/#/c/713482/ and fixed in https://review.opendev.org/#/c/720490/

    [Q->T] Include manila in the Queens to Train Upgrade

    In order to do Q->T upgrade when manila is deployed, we
    need the Stein container image available.

    We check for namespace_stein and if it's defined we provide
    them as done for the other services in
