periodic master - queens jobs using docker.io in container prep.

Periodic promotion jobs should only use the rdo registry.

The release config is correct:

The issue is of course w/ the operator running container image prepare:

    Configure docker host for local container build

    In case of job configured to build and consume containers locally,
    use local registry instead of docker.io.
    In periodic jobs continue to use RDO registry.
