puppet-tripleo doesn't allow overriding the hard coded value of open-file-limit (16k)

We have had reports of failures related to databases being put out of cluster due to insufficient number of file descriptors (see for example https://bugzilla.redhat.com/show_bug.cgi?id=1812969).

puppet-tripleo should allow operators to tune this parameter to better adapt to the size of their environments.

    This commit removes the hard coded value of open-file-limit (16384)
    and allows operators to override it via:

    tripleo::profile::pacemaker::database::mysql::open_files_limit
    tripleo::profile::pacemaker::database::mysql_bundle::open_files_limit
