Bug Description

The "ensure we get the right selinux context" task which performs a chcon -R on the /var/lib/config-data directory is running on the undercloud when you deploy and overcloud. That action should be specific to the target nodes and not performed on the undercloud all the time.

Move chcon for /var/lib/config-data

The chconf for /var/lib/config-data should only apply to the hosts being
targeted for the deployment and not all hosts.
