periodic-tripleo-ci-centos-7-ovb-1ctlr_1cellctrl_1comp-featureset063-train is failing and getting time_out from long time because of some tempest test failures and this needs to be fix. Below mentioned points are needs to be take care.

1. periodic-tripleo-ci-centos-7-ovb-1ctlr_1cellctrl_1comp-featureset063-train is running on validate-tempest this job needs to be ported to os_tempest
2. master c8 version of job is missing
3. check and periodic version of this job needs to be added
