Pike to Queens upgrade job doesn't make sense since Pike is EOL (final upstream release was May 2019 https://review.opendev.org/#/q/topic:tripleo-pike-eol )
What happened here was that CentOS Extras still had EOLed Ansible 2.4 which was removed finally removed recently and this was masking the issue.

ceph-ansible is coming from https://github.com/openstack/tripleo-quickstart/blob/master/config/release/tripleo-ci/CentOS-7/pike.yml#L138

I propose to drop this upgrade job.

Not sure if EOL pike would mean there won't be any upgrade to queens from pike. But yeah, if there is no way to fix this, we should remove the job as it's blocking upstream gate.
