no voting unittest jobs for puppet-tripleo master

Bug Description

Currently we only have puppet-openstack-unit-5.5-centos-8 for unit test job on master, but this is not voting.
This is because we have two ut jobs defined in our zuul configu, and
 - puppet-openstack-unit-5.5-centos-7 is only invoked for stable branches
 - puppet-openstack-unit-5.5-centos-8 is explicitly mark as non-voting

The problem was fixed in puppet-openstack-integration[1]
Let me close this bug as Invalid because nothing was wrong in tripleo side.
