[OVN] There's no way to configure IGMP Snooping in Neutron

This patch [0] introduced support for IGMP snooping in puppet but there's no way of driving it from THT.

    Neutron ML2/OVN: Add support to enable IGMP Snooping

    Right now, there's no way to drive the IGMP Snooping knob in
    Neutron from THT. This patch is adding a new parameter that
    defaults to False for ML2/OVN deployments.
