I think the issue is that /etc/neutron/plugins/networking-ovn/networking-ovn.ini is configured in the container.  When python3-networking-ovn is obsoleted the rpm clash on which rpm owns  /etc/neutron/plugins/networking-ovn/networking-ovn.ini  

I think the rpm should handle the change in rpm ownership of the file.  I don't think a fresh install would hit this. So we could rebuild the containers as well however this may be masking an issue hit later on.
