Bug Description

Ara < 1.0.0 is installing oslo.serialization > 1.10 that requires python3, however, ara is being executed in python2

    Update ara to 1.0.0

    Ara < 1.0.0 requires oslo.serialization that requires python3 and it's
    failing on periodic promotion jobs. Ara 1.0.0 don't have this
    dependence.
