periodic scenario3 standalone failing in 'list tempest tests' No module named parse

In [1] the periodic-tripleo-ci-centos-7-scenario003-standalone-master is failing during tempest specifically in TASK [os_tempest : List tempest tests] with trace like:

Thanks chkumar looks like it is related to [2] - so we may need to pin mistral tempest plugin for now

trying a recheck there. Hopefully the pin has unblocked us however even then we need to keep this bug alive until we can unpin again.

OK so we are now unblocked here with the pin so moved the bug to In Progress.
