Bug Description
Would be nice to explore a different way to address provider driver-specific configurations. One option is to consider creating a separate .pp file (or even puppet project?) where the configurations would be generated to its own config file. The installer would then launch the API service with the provider's configuration file loaded, e.g. --config-dir /etc/octavia/
