I don't think this job should be in criteria. For starters we are not gating on it upstream [1][2] and it is non-voting [3]. Looks like it was added in [4] so I'm going to remove it.

We traditionally have not run master upgrade jobs as voting or in promotion criteria, only latest released branch and earlier. Posted that:
