Bug Description

Steps to reproduce:

1. provision CentOS7.6 virt host
2. git clone https://github.com/openstack/tripleo-quickstart && cd tripleo-quickstart
3. ./quickstart.sh --no-clone --clean --teardown all --release master-tripleo-ci --nodes config/nodes/3ctlr_1comp.yml <virthost>
4. undercloud deployment fails on OOM error
5. cp config/nodes/3ctlr_1comp.yml . # and set "undercloud_memory: 16384" and "undercloud_disk: 150"
6. rerun quickstart with ^
7. undercloud deploy succeeds
8. on the undercloud run: ./overcloud-deploy.sh
9. 100% reproducible result: attached

32 GB for 1 undercloud, 3 controllers and one compute isn't enough. Please try again with the documented minimum requirements.
