Description
Would like the ability to customize the default Security Group Template that is created for each project. Or, at least have the ability to say, "For each project that is created, add these rules".
Steps would be:
1. Define what would be the default SG for new projects
2. Create Project
3. Observe the new default rules were added.
I guess this is the defaults here?

Even if we leave these in place but add the ability to create a SG and then set the default_sg flag on our custom rules and have them apply to all new Projects.
I'm primarily looking at Queens. But I don't see this feature or similar implemented upstream at this stage.
