I believe this has changed to "openstack overcloud import instackenv.json" and the default state is enroll so you don't need the initial state param.

The "openstack baremetal" create commands are reserved for managing baremetal in the overcloud. Because the instackenv.json file is being imported I assume this is on an undercloud.

I'll try and add some ironic folks here too to confirm this and make a plan to update the doc.

The default state is 'manageable', I'm not sure we can get to 'enroll' any more, nor do we really need to.
