Minor updates in train and U fail being applied by paunch

Follows-up bug 1853812.

For minor updates the issue with config_ids passed to paunch as lists vs strings remains. The "old" containers state (deployed before the minor update had been started) has "config_id": "['tripleo_stepX']".

That's why the updated from RPMs code cannot filter it by the fixed config_id=tripleo_stepX label!

So we need to provide a fallback here as well, as the "bad" code gets fixed by an rpm update, but not the bad state of containers deployed earlier.
