RHEL 8 master container build job failed while building neutron-mlnx-agent container due to missing packages.

From successful logs http://logs.rdoproject.org/openstack-periodic-master/opendev.org/openstack/tripleo-ci/master/periodic-tripleo-rhel-8-master-containers-build-push/a1ba909/logs/build.log.txt.gz it appears that neutron mellanox agent never got built so better removing it .

of course we can also consider dropping https://github.com/openstack/tripleo-common/blob/d8679da62e38d02cd0dca7248a2506793e954e18/container-images/overcloud_containers.yaml.j2#L509-L514 from the build ?
