fs039 was removed from the promotion criteria to allow the pipeline to progress while https://review.opendev.org/#/c/639324/ 'Run novajoin tempest tests in all TLS job using os_tempest' is being worked on to get to passing.

fs039 enables tls. In order to test tls we need to run novajoin-tempest tests in this job and makes sure it passes.

Marking this as a promomotion-blocker only so far as it gets on the CIX board and is tracked until we have a solution merged in place.
