Master promotions OVB overcloud deploy fails with: AttributeError: resources.NovaCompute: 'Client' object has no attribute 'list_extensions'

In the current Master promotion, OVB jobs are failing the overcloud deploy with the following error:

 AttributeError: resources.NovaCompute: 'Client' object has no attribute 'list_extensions'

<ykarel|away> rlandy|ruck, today novaclient was updated to 16.0.0 so it can be related to that
